Waynesburg, PA –   A $50,000 grant has been awarded to Summit Legal Aid, a legal aid organization based in western Pennsylvania, to provide free civil legal help to Greene County residents in drug and/or alcohol recovery for two years, starting in July. This initiative, funded by opioid settlement monies and distributed by the Greene County Board of Commissioners, aims to assist individuals who are in documented recovery from drug dependence and are navigating various civil legal challenges as they deal with the impact of the opioid epidemic.

With a rich history of coal mining and manufacturing, the region began to lead all other Pennsylvania counties in bituminous coal production by 1986. Faced with high rates of workplace injuries and economic displacement, this has led to extensive overprescription of opioids.  While year-over-year trends for overdoses and prescriptions are declining, a Rothman Institute study found that Pennsylvania prescription rates and overdose deaths remain high compared to national averages.

“The opioid epidemic left a lasting impact on Pennsylvania residents statewide, and particularly the working class in Greene County,” said Brian Gorman, Executive Director of Summit Legal Aid. “Our lawyers have seen countless cases of individuals facing housing, family, and economic troubles from the fallout of drug and alcohol addiction. We’re grateful to the Greene County Board of Commissioners for the opportunity to expand our services in this area and for their commitment to improving the lives of residents facing these incredibly stressful and difficult legal situations.”

Summit Legal Aid’s recent Needs Assessment Study found a 22% percent increase in legal matters handled in Greene County between 2024-2025 with housing, economic, and family stability chief among local needs. The study showcases the importance of addressing a rapidly growing justice gap, which has left thousands of families on the brink of crisis.

Clients under this grant will be provided with the following legal services by Summit Legal Aid attorneys and paralegals:

Child Custody

We can represent you in court if you lost custody or visitation rights before you were in recovery.

Child Support

We can represent you or provide guidance for court if your child support rights or responsibilities were affected before you were in recovery.

Tenants

We can represent you if you are being evicted, illegally locked out, or your utilities are shut off, and we can help you if your housing conditions are poor.

Criminal Record Clearing

We can help eligible clients clear or seal criminal records to make it easier to find a job, housing, or other opportunities.

Consumer Protection and Debt

We can represent you in court if you are being sued for a debt, and we can advocate for you and provide guidance to help you relieve debt.

Other Services

We may also connect you with other legal services offered by Summit Legal Aid, including:

  • Driver’s license restoration
  • Public benefits, including health care coverage and other assistance while in recovery
  • Housing discrimination if you have been denied housing because of your past addiction
