Getting a letter from the IRS or the Pennsylvania Department of Revenue can feel overwhelming, but you don’t have to face it alone.

Our Low-Income Taxpayer Clinic (LITC) offers free legal help to individuals and families dealing with tax problems, whether it’s with the IRS or state taxes.  Our advocates can guide you through resolving disputes, addressing tax debt, or understanding your rights.  We also provide education and outreach, and we’re here to assist people with Limited English Proficiency.

Federal Low-Income Taxpayer Clinic

Summit Legal Aid’s LITC is independent from the IRS and the Taxpayer Advocate Service (TAS).  We can represent individuals whose income is below a certain level and who need to resolve tax problems with the IRS.  Our LITC can represent taxpayers in audits, appeals, and tax collection disputes before the IRS and in court.  We can also help taxpayers respond to IRS notices and correct account problems.

Summit Legal Aid’s LITC can represent you before the IRS or in court on audits, appeals, tax collection matters, and other tax disputes.  Services are provided for free or for a small fee.

In order to qualify for assistance from our LITC, generally a taxpayer’s income must be below a certain threshold, and the amount in dispute with the IRS is usually less than $50,000.

Pennsylvania State Low-Income Taxpayer Clinic

The Pennsylvania Department of Revenue provides funding to Low-Income Taxpayer Clinics to offer free legal aid on state tax matters. Summit Legal Aid has an expert legal staff to help Pennsylvanians in a 24-county region to address various issues.

Collection Issues & Litigation

  • Disputes over taxes owed (you’ve been told that you owe more than you believe you do
  • Filing status disagreements
  • Denial of tax credits
  • You are owed a refund and have not received it

Audits & Appeals

  • Summit Legal Aid can help respond to state audits or information requests and give guidance through the audit appeal process

Collections & Liens

  • Payment plans & installment agreements with the PA Department of Revenue
  • Requests for compromise (settling the debt for less than the full amount owed
  • Wage garnishments or bank levy resolutions
  • Liens placed on a property due to unpaid state taxes

Identity Theft or Fraud Issues

  • We assist victims of tax-related identity theft and help correct erroneous filings due to fraud

Innocent Spouse & Injured Spouse Relief

  • We provide advocacy for individuals who are being held unfairly liable for a spouse or ex-spouse’s state tax debt

Worker Misclassification

  • We can assist with disputes about Pennsylvania state residency and W-2s
